Top Rank's founder, Bob Arum, says that the fine of $900,000.00 given to Julio Cesar Chavez Jr. after testing positive for marijuana “is the stupidest decision he has seen an Athletic Commission come down with”. He also feels that Julio Cesar Chavez Jr. being a Mexican allowed them (Athletic Commission) to come down with what is an outrageous type of fine.
